The assessment will focus on the unstable slopes to identify and suggest road safety confinement for the coming monsoon.

According to reports, IIT Guwahati will conduct the assessment, with the proposal already approved by the government. An advance amount has already been disbursed, and the authorities have set a deadline for the assessment so that protective measures can be implemented before the heavy rains expected next year.

Genstru Consultants Pvt. Ltd., Pune, will collaborate with IIT Guwahati in the assessment. The firm specializes in landslide mitigation and slope stabilization. As per officials, the first step in the assessment is the identification of the vulnerable stretch of the Shillong-Dawki Road and the Shillong Western Bypass. Assam is likely to conduct preliminary investigations for slopes that have been identified as critical. Subsequently, long-term stabilization and slope protection will be done.

According to the Meghalaya High Court proceedings, IIT Guwahati will undertake a two-stage process. The move is intended to ensure that future engineering interventions are guided by scientific assessment of slope stability, rather than relying solely on conventional construction practices

Constructing the roadways has made some of the problems more apparent. During the hill cutting, lots of slopes got exposed, which means that when rains happen, the chances of landslides increase. The government feels that a safety and structural strength assessment is warranted at this juncture.

Officials said they could have anticipated more risks if they had conducted another vulnerability study in the early stages of planning. But much of the hill cutting is done now. So the government will implement design changes and follow the advice of specialists to deal with the problem.

The state government has ordered that no further hill cutting should take place in areas where it has not yet begun. This is in place until IIT Guwahati gives its assessment and dictates safety measures. This is meant to avoid more slope failures during the assessment.

The Shillong to Dawki road is a vital highway in Meghalaya because it links the state capital with Dawki and the border with Bangladesh. It is a highly trafficked road by commuters and commercial and recreational vehicles; that is why the road must remain open. Monsoon rains and the fragile nature of the hills make slope stability a concern for new infrastructure projects.

The government is expecting that the new assessments will provide data on scientifically validated inputs to further develop the road network for increased stability against landslides. Once the survey is completed, the government will adopt the assessed recommendations of IIT Guwahati and its technical partner to shape long-term slope protection strategies aimed at ensuring safer travel along one of Meghalaya’s busiest roads.

Shillong, July 19: The Meghalaya government is now going to do a Vulnerability Assessment for the Shillong-Dawki Road and the Shillong Western Bypass because of the threat of identified and unidentified landslide-vulnerable zones on the existing Infrastructural Development.
